Does Dell generally drop their base prices or do they usually just add discounts to their laptop prices?

I was looking at the E4300 and noticed that they had dropped to $1600 but the base price is still $1750. The reason I ask is because I can get a discount through my employer but that's only off the base price, not the current selling price that includes Dell instant discount.

I'm not sure when I will buy...I've been looking at a new 13 or 14 inch model for a while now. I'm still hammering away with my T23 at the moment.
