I have a D800 I haven't used in about 10 monthes. I took it out of the bag and charged the battery. When I turn it on, it boots approximately one third of the way through the loading bar for the BIOS, and then it powers off. I've tried it with both the power cable and battery, just power cable, and just battery; and it behaves the same way. Last time I used it, it was working fine. Could this be a CMOS battery issue, and if so, where is it located. Any help would be appreciated.

I doubt it's an issue with the CMOS. That whole line of Dx00 machines should boot with or without a working CMOS battery, it'll just tell you that your BIOS configuration is invalid, F1 to continue and F2 to enter setup, please set date and time, etc.

Try re-seating your memory and failing that, try running the machine with single memory sticks in slot A and slot B. I've seen a case of bad memory slots on a D600 doing the same thing.
