My Dell D800 is having some display issues...on a cold bootup (after it's been off a while) it flickers random colored 'static' on the screen. It will sometimes manage to get to the WindowsXP load up splash then go black...connecting to an external display (DLP TV) will show the splash then go black also. If I attempt to restart the screen will start to display very bright white from the edges - moving into the middle of the screen. Is this indicative of a problem with the LCD or the video card? I've searched the forums and although I've found some with similar issues I haven't seen an answer.

Do you have an external monitor? If you do, try to plug it in and see if your problem persists.

You can run diagnostics on the computer, to do that you can use Fn+Power button while the computer is turned off, and it will run a test on the LCD, but most likely is the video card.
