For some reason my CPU usage starts jumping up to around 80% whilst scrolling on wepages, pdfs, etc. This is in firefox. I have a P8700.

Try Everest to monitor your CPU speed and temps. while you're surfing or making PDFs... your lappy might be throttling down the CPU if it's getting too hot?

u can also try running msconfig from start-->run and disable all non-microsoft services and reboot but you probably already know this

what process is hogging 80% of your cpu? i've seen firefox do that recently - the page was loaded with many animated flash ads, streaming videos, and tons of .gifs

Flash can be very demanding on resouces. FlashBlock & AdBlock Plus are, IMO, essential add-ons for Firefox. I first installed them to stop excess power drain when running on battery.
