    Hi everyone,
suddenly my CPU (I7 3720QM) started running at full clock speed/frequency also at idle. The system now overheat with a CPU idle temp of 75°C. Already cleaned the heath dissipator, updated to the latest bios and clean install of windows 7 with updated drivers: no luck.

Can you give me some advice? Of course, the notebook is out of warranty!!!

Thanks and my apologyze for my bad english.

When booting up press fn+f2 or just f2 to enter the BIOS.

Check to see whether the box for 'intel speed step' is checked (Assuming that it is there) - if it is not enabled then click the box to enable it.

Verify if your CPU is truly idling, sometimes it may look like the system is idle, but it isn't. A good example of this is after .net framework installations/updates, there's usually some work done in the background taxing the CPU and making it run at high clocks with the fan kicking in.

If that wasn't your case and the system was truly idle, not indexing stuff, etc. then I'd try to reset the EC. Unplug the laptop, remove the battery and hold the power button for a couple of seconds. Put the battery back in and turn it back on. You could also try disconnecting and reconnecting the CMOS battery that should easily accessible in a Latitude system and see if that fixes it.

I confirm that the CPU is idling. Just clean windows 7 with drivers and no internet connection/windows update running. Task manager says 0-5%...

Tryed to discharge electrostatic with your method and unplugged/plugged cmos battery with no luck.... So the CPU/motherboard is gone? Just 2 month after end of warranty.....!!!

What power profile are you using?

Try reinstalling the Dell power manager software.

I'm using default windows 7 power plan. Balanced mode. I never installed Dell power manager software, also when the system worked normally. I cannot even find this program on dell website.

If you have done a clean installation of Windows then did you install the Intel chipset driver and management engine? I have checked andagree that the Dell power manager isn't offered as a download but it may be part of one of the Dell Command packages.

Which software are you using to check the temperatures? HWiNFO provides information on CPU speed and power consumption as well as temperatures which might assist underestanding what is happening. Do you have a dGPU or only Intel graphics?

Intel XTU is also a decent monitoring tool for the CPU.

yes, installed every driver available for the sistem including Intel Chipset and Management Engine. I'm checking temperatures with HWInfo an with Speccy cpu frequency (always 3300/3600mhz...). I have a dedicated Nvidia NVS5200m graphics card.
