7710 performance problems

    Could be network access. Is your laptop a domain member?

    There is a group policy setting for sync/async domain network access, which can cause delays if set to "wait for network" and slow domain controller access:

    And this is screenshot from event viewer, as can be seen it waits for around 45s (after e1dexpress) before moving on with booting!.

    The described group policy setting is in "computer settings", not "user settings". You might have a look there.

    "e1dexpress event id 27" seems network adapter related.
    Does it make a difference if you boot network connected or disconnected?
    Maybe try different network drivers?

    In "computer settings" this setting is not configured. I Will try again to update drivers although i already did. Is there any way to see in an event or by some tool if the network card is trying to contact something during boot?.. Is it wise to try to disable networkcard at all!.

    Does it make a difference if you boot with a network cable plugged or unplugged?
    I would expect Windows to not cause any network delays if no network cable is plugged and WiFi is disabled.

    Before you disable your network device, you could try to set the Windows power options to "high performance" to avoid any device to go into power save mode.

    Cannot tell you much about network sniffing. Maybe the router or switch you are connected to has some log functions. Maybe a network monitor like wireshark on another computer connected to the same network can catch some broadcasts. Do you have network admins to ask for help?

    If nothing helps you should contact Dell support.
