There are no wallpapers optimized for a particular version of Windows as far as I know, you're better off matching your wallpaper to your display resolution or a multiple of that resolution. For example, if you have a 3840x2160 display, using a 3840x2160 wallpaper would be idea, a 1920x1080 wallpaper would do as well without having it look distorted, but if you were to use something that isn't an integer multiple or divider of your pixel count in both directions like 1600x900, 1366x768 or any non 16:9 aspect ratio wallpaper, it will look distorted. How distorted will depend on the actual image resolution compared to your display's resolution, how you set the wallpaper scaling in Windows and so on.
You could technically use a 3840x2160 display with a 640x480 wallpaper set not to scale and you'd have a tiny image in a sea of black. That said it would look crisp because it isn't being stretched to the entire display. Normally though, people want their wallpapers to span the entire display, hence the suggestion of matching image resolution to your display's.

Agreed with the above. And wallpapers are simply images, so it doesn't make sense to think of one being optimized for any particular OS.
Personally, I just grab my wallpapers from Google Images, so whatever website has what I'm looking for and in the resolution I'm looking for. -
Somewhere you can find the hi res chromecast backgrounds. I started with that and added more of my own, and have a randomly ordered slideshow desktop.

Moderns versions of Windows no longer support real animated wallpapers natively.
You can, however, play a video file with VLC and enable wallpaper mode. Actually there are videos called DreamScenes made just for this purpose. Do keep in mind that playing a high resolution video can be CPU-heavy, especially when you don't have hardware acceleration for that encoding.
You might be interested in Rainmeter animations as well.
BTW, what @tijo said about distortions is definitely correct, but in practice as long as the image you're using has significantly high resolution (preferably above your physical screen resolution by a large margin) chances are you won't notice anything wrong with it. A lot of images you can download from the web are already down scaled anyway.Last edited: Aug 17, 2016
