You can't hide your IP address. Even if you request your ISP to change the IP, eventually he/she will get your IP again. You are behind a router with a NAT firewall, so you should be ok (as long as this person doesn't have the admin password for your router). I would check the logs periodically and see if there are any repeat access attempts. If there are, you can report the attacks to your ISP and let them handle it.

ok, btw my router doesn't have a password on it so anybody near my house can connect to it. does that matter?

and if my parents computer has a firewall will they be able to do anything anyway? and do you have to be very knowledgeable to do all this?

The router has a firewall built into it. Most likely all of your computers are also running software firewalls (the standard Windows Vista/Windows 7 firewall). The router should have an administrator password used when changes are made to the router. If it is still set to the default password, then it's the same thing as not having a password at all.

IMHO, you should never run an unsecured router! This person who doesn't like you doesn't need your IP - he/she can just park outside your house and use your internet connection, then attempt to access any computer connected to your router. You should read the manual for that router, then ask your parents for permission to at least change the admin password and secure the wireless network. There are tons of guides on how to set up security for whatever router you have. If you post your router information, we can help you secure it.

ok, so I should set a password up for the router so that if you want to connect to the router you need to know the password? Will this password be the new administrator password?

First, read the manual for the router.
