The GIMP is a similar program, but some complain about the differences in the UI and the lack of the very advanced features the Photoshop packs.

You can try Paint.NET and GIMP, both are free and pretty good (considering they're free :p).

If you don't want to pay so much for Photoshop, you might want to look into getting Photoshop Elements. Its not as powerful but a lot cheaper.

I recommend Paint.net because the GIMP GUI is too complicated for me and it might be for you too. Pain.t net is pretty cool with a lot of features. (Not as much as GIMP or Photoshop but still good) And it's pretty quick loading.

If you don't like the Gimp GUI try GIMPshop!

http://www.gimpshop.com/index.shtml <-- download site no screenshots
http://plasticbugs.com/?page_id=294 <-- screenshots plus more in depth info

"GIMPshop is a modification of the free/open source GNU Image Manipulation Program (GIMP), intended to replicate the feel of Adobe Photoshop. Its primary purpose is to make users of Photoshop feel comfortable using GIMP."

    http://en.wikipedia.org/wiki/GIMPshop

I tried it and as a Photoshop addict since v3 and it is impressive and much easier for me to use than GIMP. Rather than crossgrading my PC version to mac or buying another copy for my mac I just use GIMPshop on my macbook and it works a treat.

Only if your business is graphics. And even then, free tools let you do some pretty neat stuff:

That was done only with Inkscape, and a little tweaking with the Gimp, basically me learning how Inkscape worked. Really, the main reasons you want Photoshop over the Gimp:

    1) You're used to Photoshop's interface
    2) You need to use Photoshop filters
    3) You need CMYK output
    4) You like spending money unnecessarily

Really, the Gimp will do 95% of what Photoshop does, and will do 150% of what the average person wants to do with graphics. Paint.net will also do quite well, but doesn't have quite the same featureset as the Gimp, but it's interface is more like Photoshop's.

GIMPshop at least uses the Photoshop menu terminology etc and pretty much the same menu structure too.

GIMPshop & GIMP does CMYK with the aid of a plugin.. http://plasticbugs.com/?p=361

Photoshop plugins can be used too.. http://www.gimp.org/~tml/gimp/win32/pspi.html

GIMPshop & GIMP still can't do some of the things I use Photoshop CS3 extended for though but they are catching up damn fast.

damn this is weird... I usually post about how great photoshop is and used it since v3 etc etc etc now I'm posting about GIMPshop saying how good that is! I need a lie down I'm feeling faint!

I have PhotoShop CS2, Adobe Bridge, Adobe Raw to DNG Converter, FastStone Image Viewer, IrfanView, Picassa, iWatermark, and MS Paint installed right now.

I've tried Gimp and Picture Window Pro before, too, but do not have them installed at this time.

Now and again I have the Canon programs that come with their digital SLRs installed, too.

The main problem with GIMPShop (v2.2.8, released in June of 2005) is that it's significantly behind the official GIMP release (v2.4.1, released October 2007). I'd much rather learn to use the official GIMP interface and have all the neat new features they've added rather than use a kludgy hack of an interface with a deprecated version of the software. Really, once you learn the GIMP's interface, you realize how powerful it is. MDI is a horrible design paradigm, and should have died with Windows 3.1.
