Use Norton Removal Tool for Norton360 to remove it completely and do a complete fresh install... I had a similar issue some time back when I did an in-place upgrade / repair of Vista and I removed it completely and reinstalled.. Its been working fine ever since.

It should.. I was even on chat with Norton tech support and they said the same... worse case, just get on the norton chat and tell them this problem and they will do the same with remote access..
