I know this is for graphics, but i DESPARETLY NEED a program that i can load an mp3 on, and beable to cut the music to make it smaller. I have to use a song for a project, but we can only use a maximum of 30 seconds

Wavepad is a pretty good shareware mp3 editor, I've used it to trim mp3 recordings of internet radio

Audacity is perfect for what you want...as the others have said it is free and it is fairly easy to use once you get accustomed to it.
You need the lame_enc.dll file as the previous poster talked about inorder to fully use audacity, place that somewhere on your harddrive and point audacity to it and then you are gold...

Sometimes, when I dont want to work with Adobe Audition and I need to do a quick edit on a mp3 file, I used Mp3 Direct Cut and its free.

Audacity for sure. Everything that needs to be said about it has been said, so I just recommend it again.
