Virtual PC 2004 is free, but unfortunately does not support Vista (the upcoming Virtual PC 2007 will). You might try creating a VMWare image and running it under WMWare Player (also free), but I'm not sure if that will work either.
Physically installing an additional OS to your hard drive does require you to repartition.

The usual way to run multiple OS'es is to create two partitions on your HD, then install an OS on each.

VMWare is more relevant if you want to run the two OS'es at the same time (and lose performance)

Create a new partition of atleast 10 Gigs, make it PRIMARY (otherwise you cannot boot to it) and format it (i chose ntfs). Reboot with vista dvd in, choose your new partition, and let er rip.

took about an hour for it to install on my machine.

Edit: Installing on VMWare works, but it doesn't support the aero glass style...so whats the point?
