You should start by telling us which manufacturer and model. also, read the manual for your notebook, usually available on the manufacturer's website. The way to enter the boot menu or BIOS differs from laptop to laptop. Press 0 then pwr button, never heard of that one by the way. Most of the time, it's power it on and press some function key like Esc, Del or F12, there are others too.

You may have to disable secure boot in the BIOS if it's a Windows 8/8.1 laptop before you can change the boot order too.

What version of Windows 7: Home, Pro, or Ultimate; and Bit version: 32 or 64? It needs to be the one you have a license key for, usually found on the bottom of the computer or under the battery.

The info you provide is all we have to work with.

Look at the bottom of my post, this type of info is usually relevant.
