This one has me a bit confused. The Language Interface Packs for emerging regions are available for all versions of XP, and are free of charge - to test I downloaded and installed one on my XP Home myself (now I hope I'll be able to navigate well enough to set it back!). The Multiple User Interface (MUI) packs, by comparison, are only for XP Pro or Embedded. Fair enough. But the only sites I was getting for downloading it, it seemed, were torrent sites. I limited the search to microsoft.com and found this:

So you have to have volume licensing for the MUI, but can user the slightly less complete Language Interface Packs on any version of XP just by downloading it and installing it? I would have expected the MUI at least to be available for download with a check that you actually are running XP Pro, similar to how the Vista and Windows 7 MUI's are (with checks that you're running Ultimate).

Especially confusing is that they have a Language Interface Pack for Spanish, which I'm quite sure would be one they would have a MUI for as well - it's not quite a small-market language . Even considering it may be a less-spoken variant of Spanish (Castillean versus Latin American, perhaps), it begs the question of why they wouldn't allow downloads of the Spanish MUI if they have the Spanish LIP freely available.

Also, would the XP Windows Media Player MUI's require this special volume licensing if that is the requirement? I don't have XP Pro myself, so I can't exactly test it.

I'm aware that it's fairly easy to set this up in Vista Ultimate, or Win7 Ultimate if it supports the language you want, but my friend is probably going to get XP with her computer.
