Well, all of a sudden my power button in the start menu has changed to it sleeps instead of shutting down. So why has it done this?

When i go to change it, it comes up with something about administrator blocking access, for one thing i AM the system administrator (see attachments).

Thanks, my first real problem with Vista (although this is not major).

Nope, it says the same thing in safe mode; Restricted by system administrator.

Have you used any third party software that might have changed your registry?
Either way, try looking up your registry by...

Click Start and Run, type regedit in the open box and click OK.

    Locate the following registry keys:
    HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\Curr entVersion\ControlsFolder\
    PowerCfg\GlobalPowerPolicy

    HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\Curr entVersion\ControlsFolder\
    PowerCfg\PowerPolicy

Right click each of the keys, click Permissions.

I guess you'll have to play with Group policy editor
    Run --> gpedit.msc

Maybe Administrative templates --> System --> Power management

There is no Group Policy Editor in Windows Vista Home Premium.

    Could you go here: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Power\User\PowerSchemes
what is the value of the ActivePowerScheme entry?

    Try creating Power/Power settings/8c5e7fda-e8bf-4a96-9a85-a6e23a8c635c

then under it, create a DWORD named ACSettingIndex and another DWORD named DCSettingIndex

then set the value for each DWORD:
    0 - Sleep
    1 - Hibernate
    2 - Shutdown
    so you want 2
