i have placed an order with dell which has windows xp and a 7200 rpm hard drive. I just wanted to know if xp can realize the full potential of the hard disk as i read somewhere that there are issues with sata drives and xp ..AHCi something

I dont have much knowledge in this area so i would really appreciate if someone can throw some light on this issue (if there is one).

You'll just need SATA drivers, and you'll be fine, using full 7200RPM of your hard-disk. They (RPM and driver/AHCI etc) are not even related.
