I recently installed Android development tools onto my laptop, which is running Win 7 64-bit, and ever since then I've had problems booting. When I power on, I'll get a screen saying the memory is being dumped to prevent hardware damage. I'll then get a screen that recommends I start windows self repair. Self repair fails when I run it. I can choose to boot windows and not do the self repair however, and everything seems to work. This problem only happens if I have android development tools installed. When I uninstall them, I have no problems. Any idea why this is happening or if I actually have a serious problem here?

You might want to try an Android Development Forum if no one responds. Figure that might be the best place to ascertain your answers. Good luck.
