Everytime I open Security Center, it says that the service needs to be started. I am forced to start it manually. Each time, I set the startup type as automatic. It works, but the next time I boot its the same. The service is disabled all together. I have checked all of the dependencies, and all are set appropriately.

    Any ideas?

Imo it is not a very big problem. You need not have Security Center monitoring if you know you have Automatic Updates set to the recommended settings, an up to date antivirus, and a firewall in your system that is enabled.

You can try doing a system restore and see if it helps.
