    Is there a known solution to this? My Laptop's DPI is set to 120 which is medium and my graphics card is GT555m which is currently at version 290.36 here is the screen shot of windows media center:

    doesn't look blurry, which leads me to believe this is a screen resolution issue

    Your LCD has a very specific ideal resolution--where the dpi is identical to how many pixels you have in an inch--if you use something other than this resolution your computer has to simulate it resulting in some blurriness.
