I was thinking of trying the 8.1 preview, but I heard you have to do a full reinstall of your OS when it comes out in October-- Is this true?

If you have the 8.1 preview installed, then yes, you will have to do a reinstall, otherwise, nope.

Although I'm not sure if 8.1 preview needs a reinstall, I do know 8.1 release version will not.
But this is true only if you are downloading it through their app store.

If you have a DVD, I read somewhere on Microsoft site that it will need a reinstall...

Based on this, I recommend you use the app store :)

Nothing ever beats a clean install though

There are work around to upgrade to Windows 8.1 final from preview or RTM versions of Windows 8.1 but it will require registry edits and thus not worth it if you don't want to mess up your OS and 8.1 upgrade procedure from the Windows Store when it becomes available.

The best thing to do it just wait until the public release of Windows 8.1 and do the guided upgrade process provided my Microsoft, besides Windows 8.1 is a mandatory upgrade for Windows 8 anyways so you'll have no choice but to update eventually.
