I have read a few times that one option when reinstalling Windows 7 (clean install) is to first make a backup of the current activation and then activating the newly installed windows from this back up.
I was wondering if this would work if I make a back up of the current Windows 7 Pro 32 bit and try to use it on my future Windows 7 Pro 64bit I am planning to install.
Is there anyway of doing something similar for MS Office application. I have Office 2010, Visio 2010 and Project 2010 all installed and activated. I am not sure how many times I can activate and I want to avoid calling MS for each program. So a backup of the activation would be great.

That backup works only on Windows itself, since they are tied to the motherboard bios (valid only, if computer was sold with Win7).
Office does not do that, it just ties itself into the hardware configuration. If you have legal Office license in Retail or OEM form you should have unlimited activations in one and same configuration, maybe not automatic but phone activation should always work.
Student/Technet versions might be one time activations, I have no experience with those. -
For the first part of the question the answer is yes.32bit and 64bit have the same cert and key.The important thing is to be the same edition(eg. pro,home ultimate).
