What format should I convert MPEG2 720 by 480 video to so that it looks very close in quality, but a lot smaller file size?

How big would you say this file would be?
I've been converting video all day and trying to find the best format. This would just speed up the process.

I have a 250GB HDD that only has 1GB left, but a 1 TB coming sometime, my mom just has to order it.

I personally convert my DVDs to H.264 at around 1.5 MBps using Badaboom. (I also use 4.5 MBps for 720p)

Yeah that would be nice, but I've already used the trial, and I can only use free as of right now.

AVIDeMux is a good free editing and encoding program and can do AVC / x264.
