Im having major problems downloading torrents. Every time I try, it starts out at around 80 kb/s, then after about 30 seconds drops down to .1 kb/s, and every few minutes jumps up to 10 or 15 kb/s for a few seconds, then falls back down.
I think i have to forward my ports. Im connected to a large network through a college, how do I forward them? is it even possible? Anything else I can do to speed up my 100% legal downloads?

There are methods of bypassing a college firewall, for example by Proxy Tunneling. However, I do not know whether those methods are legal or not.

you can always ask your school's IT dept if they have blocked torrents and if so, if they can help you tunnel through.
try not to LOL when you tell them it's for 100% legal downloads -
Tell them that you're trying to save websites' bandwidths by using torrents to download freeware.

Either get them to open a port for you (You just need one, and it doesn't really matter which, since you can configure most torrent clients to use whatever port you like), or deal with the slower speeds.

If it's trickling then they're using traffic shaping to throttle down any torrent traffic so the network doesn't get hosed. not blocking completely, but making it not so useful. Unless your dad/mom runs the IT Dept, you're not likely to get them to change this for you.
