I recently pyrchased a Dell Latitude D830. What I am looking for is a Windows application which can give me more control over my touchpad. For example it would be very useful if i could use my touchpad to scroll documents. In linux this can be achieved through xorg.conf. Is there anything for windows?

If you upgrade to the latest synaptics driver, you get much more functionality out of the touchpad. There might be some features that will be useful to you.
