    It looks like excess solder flux. I wouldn't worry about it. They just didn't do a good job cleaning it off at the factory. You should be able to clean it off yourself with some isopropyl alcohol.

    It looks like it could be from the reflow process which is what solders everything to the board. Probably excess flux. It isnt going to hurt one bit. I wouldnt worry at all.
