So I logged into my computer today to find this (the picture attached). I'm not really sure how it happened. I've tried pretty much everything to fix it that I could find (restoring to a previous state, deleting the icons, clearing the icon cache, ect) but I all new icons I make have the incorrect arrow. Somehow my arrow icon in windows is either corrupt, or something in the registry is pointing the arrow icon to the wrong picture. Anyone have an idea?

Sounds like where ever the shortcuts were point the destination folder or files was removed or deleted that would be why you get those empty looking shortcuts. Did you do a properties check on the shortcuts to see if where they were point before matches where the folder or files are located now?

I would just like to add that I was dealing with the same problem and tried everything I could think of. The shortcuts were linked to the correct destination and worked just fine, but they annoyingly showed that broken link icon. The solution you linked worked perfectly!
