Do you mean saving a webpage locally?
(html file + folder mht file etc.?)

I don't think there is one.

Yes, I want to save locally with mht file.

If there is no built-in shortcut, is there anyway that I can quickly safe a web page using Logitech MX-518 mouse?

Depends on what you consider quick and easy. You could right click on a toolbar on IE8 and create a permanent shortcut icon to the "Save As" command and move it for example next to your "Home Page" icon.

Click once on the "Save As" icon then click again on the "Save" button in the menu that comes up. Done, and all windows close on there own. Only two mouse clicks.

I would imagine that there are many key mapping programs that would let you write a macro to do this with one mouse click but I haven't had a need for any, sorry.

Why not just save it as a Favorite or a Bookmark. It's just as quick and easy, and is essentially the same thing, and it has the advantage (especially with Favorites) -- of then (if you choose to) being able to catagorize it and save it with similar web pages or websites.
