It all depends on the laptop, for my Dell I use Ik8fanGUI. Rivatuner allows you to set fanspeed as well. RivaTuner 2.0 fan speed & Overclock Guide

Depends on your system, what do you use? You can try Trixx, in case you have an Alienware HWinfo32 will work.

It is very worth trying in my opinion. Actually this is one of the best programs I ever installed on my laptop.

I am using ACFanControl for Acer notebooks. Yes it changes values in BIOS for fan speeds and yes you need to read.

My notebook is mostly completely silent in windows and while surfing (I also have SSD). 1st fan speed kicks in at 55 cooling the system down to 42 in 2 minutes. Then I have 10 or so minutes of complete silence again :)

Using 1st fan speed while watching video (very soft humming) and using the fastest 6th fan speed while gaming on a very overclocked and overvolted ATi 5850 card reaching 71 degrees C. Stock ATI speeds and voltage give me 70.

The "problem" with the default speeds is that it uses faster speeds almost immediately and while idle spending most of the time in the second speed (noisy) keeping my system at 36 degrees C in windows. What for? It is cooler than my hands :)
