    How do you give images a cartoon-like effect?
    Take for example, this picture, how do you accent the edges and increase the color contrasts to produce the effect? Here's another example.

    Go to your photoshop Image tab,
    select Adjustment,
    you'll see the contrast option.

    cartoon-like form you need to use filter tab on the photoshop.
    then, select the style you want.

    however, illustrator is better on doing cartoon-like thingy(vector is the true name) instead of photoshop.

    you can also enlarge dark/light areas to give it a nice artistic effect.

    The best recommendation is to play around.

    Over-sharpening can give you an artistic effect too.

    when you say "accent the edges", do you mean darken them? If so, it's easily done under Filters -> Distort -> lens correction, and adjust the vignette option.
