So I was messing around and have been trying to get dream scene to work on my home premium edition (x64). Now dream scene still doesn't work and every time I try to go into the personalize section in control panel it comes back saying page failed to load.
I have no idea on how to go about fixing this. I have system restore disabled so no go there, if I popped in my vista disc would I be able to repair windows that way?
I assume that it is because of me trying to get dream scene to work that caused this but im not even sure if that is the problem.
any help will be appreciated.

never had this problem myself, here's a thought.
have you tried right click on desktop and go to personalize from there?
how about safe mode?

I cannot get into the "personalize" section either from the control panel or from right clicking on the desktop.
I tried the links posted, I had to apply for the hot fix bc microsoft hasnt fully released it yet. So once I get it I will try the hot fix.
I tried uninstalling a few programs that were associated with the problem in the hot fix (nero) and that still did not help.
Any more ideas?

I'm havin te same problem(home premium x64 too). All I get when trying to open the personalization window is: page failed to load.

i may be wrong but isn't the dreamscene a ultimate only add-on not for home premium

Theres a legit (I think) program, deskscapes, you can buy or try that allows it for ever user of vista. Something must have got wrong in the desinstalation process. I think the themecpl.dll is the cause.
