I am a college student and I got the windows Vista Ultimate Upgrade disk from school. If I was to order a new Laptop computer with Windows Vista Basic, there shouldn't be any issues upgrading to Ultimate using the disk, correct?

In theory there should not be any issues, but will your new notebook be able to handle the Vista Ultimate's stuffs? Notebooks specs using with Vista Basic usually will struggle to run the high end features of Ultimate, although a memory or hardware upgrade will help improve performance.

make sure you have 2gb or more RAM and a good video card 256 MB(dedicated or integrated) if you get that your computer should be able to handle windows vista ultimate with ease
