As the title says, im looking for a free software solution that allows external monitors to have a taskbar on them that contains the windows being displayed on that montor only. It has to work on vista.

    There isn't one sadly.

I've ran them all and the two best is that one and MultiMon Taksbar ( http://www.mediachance.com/free/multimon.htm ), but MultiMon Taskbar has issues on Vista if I remember right (been about 4 months since I used MultiMon Taskbar).

Try StatBar. I use it for all my Icons to keep my desktop clean, mem & cpu meter, ETC. Very handy small app.

Heres what mines look like ...... I have mines on the bottom, but you can put it anywhere you want.

Nice, but it isn't the type of program he's looking for. He's looking for a program to replicate the Windows Taskbar (showing open programs in the taskbar) on additional screens.

This is what he wants: http://www.realtimesoft.com/ultramon/tour/smart_taskbar_desktop.jpg
