Stupid question: to type " or ' on my recently bought laptop I have to press these keys twice. How can I change settings to get rid of this annoying feature (is this language or smth else?) Thanx!

Sounds like you have stuck keys. Sometimes this could be based in a BIOS problem (the solution would be flashing a new BIOS that your manufacturer released, if they did) or the key is faulty and has poor response. In the second case, you need to replace the key or have the manufacturer replace the keyboard.

Is this one and the same key or are " and ' on different keys? Stuck keys would be one explanation. Another would be the input language. Do you have a language bar on your screen? If not, do you have a blue square next to the system tray in the lower right corner, with some white letters in it (EN for English, DE for German, FR for French, and so on)? Try changing this to English to see if you still have to press the key twice.

^ Also, if the language bar isn't there, you can right-click the task bar, > toolbars > language bar to show it.
