    Keep CPU throttled to max with speedstep? (XPS Gen 2)

    I need an application that keeps CPU utilization maxed so it doesn't bump the CPU down.

    The reason, I am using this old XPS Gen 2 as a dedicated server and after a few minutes of running it downclocks the CPU causing massive lag on the server.

    Turning off Speedstep permanently downclocks the CPU to 700MHz.

    I use to have application that did this but cannot remember the name. Is there anything that works in Windows 7?

    throttlestop it does not over use the cpu it just keep it's register so that it stay at max clock

    also in the power option of window you need to set it to 100% all the time
