Vista SP2 doesn't add really any features. I think it will include the native ability to burn Blu-Ray (if anyone cares) and an update to Windows Search that may perform somewhat faster. Overall I think the only real purpose is to roll up many patches that have come out since sp1, and perhaps more on Server 2008 (the two will use the same service pack).

There is no vista SP3, although some sarcastically refer to Windows 7 that way. ;)

With Vista there is no SP3 -> Servie Pack 3

Service Pack 2 is distributed at the moment - to MSDN and technet.

If you mean SP2, it has better boot-up time. I like the overall performance too, compared to SP1-SP0 ;)

A service pack promises only to be an easy, one-shot method to deploy all hotfixes and patches released since RC or a prior service pack. Do not expect new features, do not expect surprises.

Not always. SP2 in XP introduced the Windows Security Center. For Vista, it introduces the Bluetooth 2.1 compatibility, Native Blu Ray Support, etc.
