You can try Microsoft Office Accounting Express (Free download), which is an introductory small business accounting software. It can do invoicing and other accounting tasks, and the Pro version is only $150. The program is a part of the Microsoft Office suite and integrates very nicely with many other components (Word, Excel, Outlook, etc)

Otherwise you can make them in Excel or Word manually. Intuit's Quickbooks is an alternative to Office Accounting, but does not have a completely free version.

If you have OpenOffice.org, they have templates for that kinda stuff. 100% free and legal if you want just a simple one.
