hey..i was wondering if there was any software obtainable that could increase the resolution of a small picture without losing quality or anything like that...like they show on some TV shows sometimes...getting a small pic of some1 then increasing the resolution and the pixels it has??...there's gotta be one....is there any that's free out there??

no. you can't get better resolution than the source image.

Whenever you zoom in on an image, the quality will always decrease (if you are stretching it past it's normal resolution). The Windows Picture and Fax Viewer will work as fine as anything else.

It is made really easy. Hold the right mouse button down (hovering over the image you want to zoom in on), and scroll in or out.
I recommend this to anyone. I use it more than I first thought I would.

What the above posters state is of course true--an image only contains so much information, and what's not there is not there.
That said, if you have prior knowledge about what an image contains, it is possible to enhance it based on this information. Various pieces of software (Photoshop, for example) have edge detection algorithms and other such capabilities that can be used to "sharpen" features if you truly know that there is a feature there to be sharpened. I haven't used Photoshop for a decade, so don't know what the current state of the art is. But last I knew, it truly was an art.
In the extreme, it is possible that specialty software could enhance an image totally automatically if a LOT is known about the image. For example, if the image is known to be that of a face then the software could enhance that image in a manner consistent with what we know about faces--that they consist of eyes, a nose, a mouth, a forehead, etc., all arranged in a certain manner. But this may fall into the realm of what various government agencies are likely to use, not what you are necessarily interested in.

photoshop will let you increase resolution (the dpi) the amount of pixels in one inch, this will not make the image sharper necessarilly just a higher resolution, which means the image is larger,
i don't think there is a simple way to do it besides being very very good in photoshop and have a enough patience to basically increase the size of the image and resolution and add more pixels to every part of the image manually to make it look sharp.
it would be great if there was a simple program that could take a pixelated image and add pixels until it was nice and sharp at that size, maybe there is but i bet it won't be easy to find -
yes, i agree with circa86. i use the photoshop cropping tool for all my old yearbooking stuff. Cropping basically cuts the picture and enlarges to the size you specify. Just make sure that you take the original picture with a high megapixel camera. We used the Nikon D70.

DPI only matters when printing; when viewing on a screen, unless you choose "view print size", DPI has no effect. typically on a screen you will only view either fit to screen (usually something less than 100%) or a 100% pixel-for-pixel view.
sharpening does not increase resolution, it increases edge contrast. so if 2 lines are close enough together that you imaging sensor could not detect them as seperate lines, sharpening will not help. What it does is increase the dark/light contrast at boundaries, making the edge look more well defined.
I have seen photo manipulation on TV that is well outside what Photoshop can do. the government might have some capability like that, but I doubt nearly to the degree shown. There would be no need for good cameras if software could do massive enhancement like that, you could take pics with a cell phone, enhance them and blow them up to wall size. -
But yes, its impossible to get more information out of something that there already is. The kind of thing you see on TV is mostly hypothetical and even if the technology did exist there's no way you or I could get it. -
hey Luck, you can increase the dimension of any image using even MS Paint. all you have to do is...
1. open the image in MS paint.
2. press ctrl+W, which will open the Stretch & Skew window.
3. in the Stretch window box, the default horizontal and vertical value is 100. increase the value to stretch the image. don't forget to use the same value in horizontal and vertical box.
but, if you stretch any image, you are going to sacrifice some of the sharpness even if you photoshop. -
