If I do a clean reinstall of windows vista on my laptop will I still ba able to use my the same microsoft office disc to reinstall or will I lose the licence because MS will think I'm trying to install on two pcs?

You shouldn't have any problems because the various hardware specs that MS uses to identify a system as "same" or "different" will not be changed; thus, MS should see your system as "same" not as a new, second system.
In the event you do have a problem, however, you should be able to straighten it out without too much hassle by calling up the MS activation line or customer service. -
So if I install Windows 7 beta will I be able to use the same disc too?

yes you can still use it with the same serial too.

I meant could I use the same MS office disc to install on Windows 7, on a different partition on the same laptop. It says I can install on 3 pcs on the back of the MS office box. Will this count as the same pc or will it use up one of the licences? -
It'll count as the same PC. You can install MS Office on 2 more PCs at the same time if you want.
If I reinstall vista will I lose MS office?
