I went into Personalization and chose the Windows Classic theme.

At the bottom I chose "Windows Color" but there is no option to change the color of the Start Menu at the bottom of the screen.

Or, right click on your Desktop > Personalize > Window Color (should be at the bottom as your choice) : )

There is no "A and P" on my control panel. I have one of the basic themes selected at the bottom of the "Personalization" screen so I don't think there is a glass color

The is no Start Menu on the drop down for Window Color.

It is not an Aero theme, so I don't think there is a Window.

Does it look like this? Click on the "Window Color" It should bring you into the next window, to change the color options. Sorry if I didn't clarify...

Following what Cin said, to change the taskbar, you'd have to select the "3D Objects" and pick a color in the box next to it.
