    This is somewhat difficult to explain, so I'll convey it to the best of my abilities:
    Whenever I start up my computer when it loads in I am unable to click my taskbar at all, I am able to drag icons on the desktop around, highlight them, and execute them but I am then unable to use the programs/windows that open from doing so. The "duct tape" solution I've found is to log out of my account and then log back in, which fixes it completely but it comes back in about 10-30 minutes.

    Along with that when the problem first started happening my mouse would also sometimes become completely unresponsive (and sometimes the mouse itself would also shut off, it has decorative lights on it and they would turn off) This had a "duct tape" fix of just unplugging the mouse and plugging it back in, that has not happened for a while though so I think I fixed that.

    I am fairly sure all my drivers are up to date, I've used a couple programs that detect when drivers are out of date and they both found a few minor ones, but none that would cause this (to my knowledge). The drivers for my mouse are also updated, it is a Steel Series WoW MMO mouse, they have the drivers for download on their site and I made sure they were up to date (They were already, but I reinstalled them to make sure)

    My computer is a Dell XPS, 6GB Ram, 600GB HDD, 64-bit Windows 7 OS, I run dual monitors, but the problem also arises with a single monitor (Tried unplugging one and going about my ways with one)

    I would go back to factory settings and just start fresh (Everything of value on my computer is backed up on an external hard drive) But I do not have the disc from when I bought the computer, it was sadly lost in one of the many moves I've undertaken after purchasing this computer, at one point I read somewhere a System Repair Disc could factory reset my computer, but I must have read wrong.

    I tried the repair option from the disc anyway (Already made the disc, might as well) and it did not fix the problem or find any problems.

    The eventual solution may be to reinstall windows 7 from a DVD then download and install your drivers from Dell's support site.
    First you could try creating a new user account to see if the issue(s) are only with the user account you use now.
    When you say
    do you mean the programs freeze but windows still works? Also check event view when the problems happen and let us know if you see any Critical errors

    No the programs work, I'm able to navigate and use them with my arrow keys and keyboard, it's just the mouse will not click them but it does click because if I alt+tab to select the program when I click it deselects the program, even if I was clicking onto that program.

    Try making a new user account and see if you are still having the same issue.

    I made a new account and as a test this is what I did:
    after making the account I shut the computer all the way down, started it up and logged into the new account.
    My mouse was working from the start and I was able to do anything I could think of, so I shut it all the way down again and tried the new account again and the results were the same.
    Two for two.

    So I did the same with my old account, shut all the way down, turned it on and logged into my old account and it was not working from the start, I was unable to click the taskbar unless I logged out and back in, I tried this a second time (Shutting down the computer completely and logging into my old account) and that was the same result, I had to log off and log back in for it to let me use the task bar.

    Both times that I logged into the old account the problem came back after about twenty minutes or so, but what was weird was (I was playing an RTS game called League of Legends) it still let me click and play the game I was playing when the problem started again, but just nothing other then that.

    Bump, re-installing windows did not fix it.

    That's weird that it's still around even after reinstalling windows. Did you do a clean install including reformatting the drive? Or did you do something else like "repair windows" or install a clone?

    Yeah that's crazy! Are you installing anything that may being doing this also.

    start menu -> search bar, type in cmd -> press enter -> type in sfc /scannow -> press enter

    This scans and repairs important Windows files; this fixed some errors I had in Windows 7. It never hurts to try.
