My Sager NP6165 just came in. I specifically went without an optical drive because I knew I could install Windows 7 through my school for free and figured I could use the Windows USB Boot tool thing to do so. Well, turns out I keep getting this error "Setup was unable to create a new system partition or locate an existing system partition." For the past 12 hours. Jesus.

People online have said many things and I've tried them all, so I'm coming to you guys for help! Any ideas? Here's a list of what I've done:

    1) Removed all hard drives except for the one that I'm installing Windows onto (my SSD)
    2) Tried installing Windows onto two other HDDs isolated, but same error
    3) Removed all USB/memory cards except for the one USB to install Windows
    4) Tried formating/partitioning/clean cmd/etc even though the SSD and the HDD are completely new
    5) There was stuff online about RAID and I"m not sure what that is, but my plan was just to have one SSD with windows/games and one HDD with movies/documents/etc
    6) Went into BIOS and made sure the SSD was first in boot order. Heck I made it second too. Hell I even disabled all other boot categories except for USB and SSD.
    7) Installed drivers for the chipset, for the USB, for the SSD, no luck.

    I'm at my wits end!

I get this with any 32GB USB stick. With a 16GB or smaller, it works fine.

I'm a little confused how far in the setup you got to.

On the pc you are trying to install, you managed to reach up to the part you can create partition inside the Windows 7 setup screen?. ie New, Advanced Option, Load additional drivers ... etc

If he has the same problem I have, all of this works fine. The drive is recognized, partitions can be added/deleted whatever. It's that "Next" button that doesn't work and throws up that error. I have run into this on a few platforms, and in my case I've just stopped trying to use 32GB USB sticks for my imaging.

You're not the first, either. I recall another thread from about two months ago or so, where the technician could install the OS on any computer with a 16 GB drive, but not a 32 GB drive. Seems to be a commonplace problem with the installer.
