I notice that in the built-in OS X PDF viewer you can make text annotations on the side (not ink). I was wondering if theres any free software where you can do this on Vista?

adobe pdf reader is so useless.

Might I add PDFill PDF Editor (free version) for some nifty features like splitting/merging/extracting pages of pdfs.
