My windows firewall will randomly shut down for maybe 2 seconds? I get the balloon pop up that says my firewall is turned off. The first time it happened I thought nothing of it cuz when I clicked it nothing happened but this time I went and checked it as fast as I could and sure enough it was shutdown but a half second later it was on again.. Could this be a virus shutting it down so things can get in?

You really need something other than windows built in one. That's why it is free. It is not that good. Try this
    http://www.kaspersky.com/
its 30-70 bucks, and it is great. It updates itself once an hour, and it doesnt bug you like norton.

Run a virus scan. AVG Free works very well.
