I have an HP dv9700t. Ive heard that the fan controls are coded in BIOS and unable to be user controlled. But is that true and is there some way or program to control my fans with? Ive seen it on a Dell PC and its awesome... Any help appreciated.

sorry but no, only dell's inspirons can change fan speed with i8kfangui
You can try using speedfan but i can guarantee it wont work -
Clevo notebooks have Fan Toggles (without software), which is a nice feature that all gaming/performance notebooks should have.

Speedfan, Riva Tuner, Ntune, I8fangui ...
But none of them will work for you.
Laptops are tight in this department, they don`t allow modding the speed.
Only a handfull can.
