Anyone know of a program that I can use to convert a video from VGA to QVGA? Has to work with WMV files wrapped in ASF. Thanks.

I think I've used VirtualDubMod (might need AviSynth with it) to do this before.

SUPER worked, but the video quality was abysmal. Maybe I'm using the wrong settings, but I'm outputting ASF, WMV8, MP3 800kbps/192kbps and half of the video is artifacts.

VDM doesn't work with the ASF container.

First off 800kbps is way too low for even VGA. Secondly, why re-encode it? Doesn't your player allow resizing the display? You're lots better off to resize on the fly for display than re-encode from a lossy format to a lossy format.

Have to put it on my Samsung P2, and it only takes QVGA at 30 FPS at 800kbps or lower. A video at 320x241 will not work. A video at 29.99999 FPS will not work. A video at 900 kbps will not work.

It's a [censored]. I wish I could find my Premiere Disk.
