I tried some registry tricks... but they dont work..

for example...I tried the Microsoft registry hack to add a DWROD with the name EnableBalloonTips then I set to value to 0....when i log off and log back in it works fine...no balloon tips...

but when i restart....balloon tips are reenabled...

how do i get around this,,,

GPDEDIT.msc also doesn't work as in the Administrative templates...it is missing the parameters that i saw in the online guides....

this is a fresh XP Pro SP3 installation

TweakUI works for the AutoPlay in XP SP3. Under the My Computer section, go to the AutoPlay section, and disable them from there. Couldn't hurt to try both an "Apply" and an "OK", but it's definitely possible to get it working as a standard Administrator user on SP3 Home Edition. I've done this on both a "clean" XP install from Dell (no bloatware, except SATA driver support which is really useful) and an "HP" XP install from HP, and never ran into any trouble.

Haven't tried disabling balloon tips myself, but I'd imagine they work, too.

You don't happen to have any Norton Ghost/go-back-to-previous-image type software running, by chance? That would likely make TweakUI ineffective, as might some administrative policies if this laptop is part of a corporate domain or something of that sort.

TWEAKUI always worked in the past. Its just on this netbook it does not and this is the same version of Windows with the same programs installed...weird....

I do not have any back up software even system restore doesn't work...

what is causing the registry value "enableballontips" to change from the value of 0 to 1? this is my problem
