Just use Internet Explorer's Zone Settings (Control Panel, Internet Options, or in IE, Tools/Internet Options). They allow you to set things from extremely anal to anything, and put in specific sites to allow/block.

If you're using Firefox or another browser, then use Windows Firewall settings for the same thing.

You could also try Windows SteadyState.

use IE's content filter and just choose what to allow and what to deny.

Or, if you just want to block everything, password your account, make her a new one,
delete all the browsers, minus IE, go into IE and force it to use a proxy, make the proxy something that does not exist, or localhost.

Why not just tell IE to block everything except for a specific sites? Since you have windows 7 and IE 8, you can do that very easily.

Go to "inprivate" setting on the status bar and choose/type in which site you want your sister to access and block all other sites.
