What would be your advice if you wanted an attractive and Intelligently designed wallpaper to help you organize your icons on desktop? Has someone made something like this?

I whipped out MS paint. Drew 3 lines. Miscellaneous stuff, shortcuts, and icons

I have a very crude looking wallpaper that is divided into three sections. Miscellaneous on the left because new icons tend to save on the left.

If you are on win 8.1, what about creating categories on the metro screen, and leave the desktop almost empty? I do this, and I quite like it

You're looking for Stardock's Fences software. IIRC it's $5, but there is a free trial. It not only lets you "fence" off areas of the desktop for certain programs, but you can also hide certain fences if you don't always want all the icons to be visible.
