the WEI test got cancelled with this error msg:
"could not measure video playback performance"

I tried to google this error and found that this error usually comes up when you try to rate a too old GPU etc.
    - This explanation doesn't make any sence...
I checked my drivers and thy are all up to date(GPU current version 270.51, tried also with 267.76 and still get the error)
Any ideas how to fix this?

Try bringing up the run command and run dxdiag - let it run once it finishes
then click through all the tabs to see of any errors are found.
    Also , have u tired updating Direct x 11?
    BTW Very cool wallpaper!

Sorry, As long as dxdiag show no errors and the bottom of the first (system tab) page says directx11 you have the lastest version.
Wild guess, are you on max performance in your power profile, and is the Video card set to max performance?
Also if you are running on battery that may also have an effect.. just a guess.

ALSO when you run WEI it creates a log here:
    C:\Windows\Performance\WinSAT\winsat.log

If you look at this log, do you see anything to help figure this out?

There are a few suggestions here:
WEI - Cannot measure processor performance - Windows 7 Forums

When i compare your log to mine this is where it differs:
    - winsat\main.cpp:1775: > Run Assessment mfmedia -input C:\Windows\Performance\WinSAT\winsat.wmv -nopmp
    - winsat\main.cpp:1775: > Run Assessment mediaex -input C:\Windows\Performance\WinSAT

After that I have a few hundred more lines of testing.

Short answer NO need to reload win 7 , Since you have run scandisk from windows and outside windows, the next step I would try is system restore (assuming you have it turned on) .
If you open help and support & search for 'using system restore points'
it is well documented. Once you restore you can try WEI

Did you get a windows 7 install DVD when you bought your machine? Mine came with one and a driver DVD.
This will be needed for the next step if system restore does not fix it..

The log indicates and issue with mf.dll , if you do properties on this file does it look like mine?

I didnt get a win 7 install DVD with my machine but I have one(win 7 home pre 64bit).
system restore is a bad idea for me because I might loose data\programs\drivers which are pain in the to install again

your mf.dll file is almost 3.9MB
mine is 4KB...thats the main differance i could see(also the "Read only" was marked).

I like your approach - cautious.. like me.
You will not need the install DVD after all !
I know there is a way to replace the file you need fixed (mf.dll) I got this from here:

How to use the System File Checker tool to troubleshoot missing or corrupted system files on Windows Vista or on Windows 7

If the System File Checker tool cannot repair a file, follow these steps:
At an elevated command prompt, type the following command, and then press ENTER:
    takeown /f Path_And_File_Name
For example, type takeown /f c:\windows\system32\mf.dll.
Type the following command, and then press ENTER to grant administrators full access to the file:
    icacls Path_And_File_Name /GRANT ADMINISTRATORS:F
    For example, type icacls c:\windows\system32\mf.dll /grant administrators:F

Type the following command to replace the file with a known good copy of the file:
    Copy Path_And_File_Name_Of_Source_File Path_And_File_Name_Of_Destination
For example, type copy c:\temp\jscript.dll C:\windows\system32\jscript.dll

If you want me to email you a 'know good copy of the file let me know with a private message (I do not recommend putting your email address in a 'normal' post like this.
Are you running win 7 home premium (I am)?
