it's said the accuracy of GPS could be up to 2 meter but is it only for military level?
what is the accuracy of GPS for consumer level mobile devices for the high-end mobile devices in the market?

I would say 90% accurate. Mostly I use GPS during travelling.

If you live in US you can find US geological survey marker in your area, put your phone on top of it, get readings and compare. I've seen it as good as 0.5 meter after couple min of stationary readings and that was a while ago. Normally when moving around in open places about 5m, except for city canyons like NYC or Chicago, there all bets are off.

OP doesn't live in the US iirc, but pretty much spot on. Only thing I'd add is that your consumer GPS will probably fail at a high enough speed and/or high enough altitude since you could be confused for an ICBM. https://gizmodo.com/5824905/your-gps-doesnt-work-at-mach-2-because-its-afraid-youre-a-soviet-spy
